The NYT article implies that paying teachers more will improve society. I believe that just the opposite is true. There should be no connection between what a teacher earns and job performance. Good teachers are motivated by love and not money. We need a system that makes it possible for teachers to love, not one that pays them to. You can't pay someone to love anything other than money. The love of money is the root of all evil, not all good.
